ហេតុផលដែលធ្វើឲ្យគន្ធីរៀប<br /><br />អាពាហ៍ពិពាហ៍ទាំងវ័យក្មេងដូច្នេះ មកពីប្រពៃណីប្រចាំតំបន់របស់<br /><br />គាត់និយមឲ្យក្មេងៗឆាប់រៀបការនិងគ្នា។ គន្ធីមានសេចក្តីសុខនិង<br /><br />ដែលគ្រួសាររបស់គាត់បានបញ្ជូនគាត់ទៅសិក្សាវិជ្ជាច្បាប់នៅប្រទេស<br /><br />អង់គ្លេសដោយមុននឹងធ្វើដំណើរទៅគាត់បានសន្យានឹងម្តាយគាត់ថា<br /><br />នឹងមិនទទួលទានសាច់សត្វ សុរានិងមិនទាក់ទងដោយស្រ្តីភេទផង<br /><br Until <st1:place st="on"><st1:country-region st="on">Cambodia</st1:country-region></st1:place> passed a new anti-trafficking law in February, she always carried a condom, but a provision of the law that bans public solicitation of sex has made that harder. </div><span class="body"></span><span class="body"> </span><br /><div style="text-align: justify;"><span class="body"><p class="MsoNormal">To carry a condom now is to carry evidence of a crime, Srey Mao said.</p> <p class="MsoNormal">"When the police come, I run down into a hole, and sometimes I climb up a tree, not daring to bring a condom along because if the police find it, they will accuse me of prostitution and disorder," said Srey Mao, 40, standing under a tree in front of the Royal Railway station in Phnom Penh.</p> <p class="MsoNormal">Over the past few months, she said, enforcement of the new law has meant police in every district of the capital have been arresting sex workers on the streets. </p> <p class="MsoNormal">"I never use a condom and always feel afraid the police will arrest us," she said. "Sometimes we hide ourselves under a tree or in the garden bushes."</p> <p class="MsoNormal">Article 24 of the "Law on the Suppression of Human Trafficking and Sexual Exploitation" bans public solicitation of sex, with a penalty of one to six days in prison and a fine of 3,000 riel, about $0.75. </p> <p class="MsoNormal">The penalty may seem small, but organizations and sex workers say the new law has been an obstacle to another government initiative, the 100 percent use of condoms in the sex industry, declared in 1999.</p> <p class="MsoNormal">Leng Sros, a 24-year-old beer server, said that after the law, the use of condoms diminished among women in her industry who also have sex clients. </p> <p class="MsoNormal">"Most of the beer promotion girls seldom use a condom," she said.</p> <p class="MsoNormal">Customers are not willing to use condoms, she said. "If we use it, they feel that we are sex workers."</p> <p class="MsoNormal">Sou Sotheavy, director of the Men and Women Network for Development, said 100 percent condom use had been made impossible by the new law, which forces sex workers to move from one place to another, from the streets and parks to nightclubs. The moving targets make it difficult to promote condom use, he said.</p> <p class="MsoNormal">"How can the condom be used 100 percent," he said. "Even in a proper brothel it was not possible. Then what about such a brief liaison at the public garden, and with the police giving chase?"</p> <p class="MsoNormal">Keo Tha is the director of the Women's Network for Unity. The new law has not only put sex workers at risk of HIV, but it is hurting their livelihoods, she said.</p></span><br /><span class="body"> <p class="MsoNormal">"Why are they not allowed to be sex workers? What are they doing wrong?" she said. "When the business is more strict, HIV/AIDS is more widespread."</p> <p class="MsoNormal">Police say the new law has allowed them to put order to the streets, making them safer for travelers.</p> <p class="MsoNormal">Yim Socheat, police chief of <st1:city st="on"><st1:place st="on">Phnom Penh</st1:place></st1:city>'s Daun Penh district, said police had no intention of driving down the use of condoms.</p> <p class="MsoNormal">Officers arrest sex workers with or without condoms, he said, adding that any recent decrease in condom use was due to confusion by the sex workers.</p> <p class="MsoNormal">The conflict between the two groups is not necessary, said Dr. Ly Cheng Huy, director of the HIV/AIDS Alliance.</p> <p class="MsoNormal">Both sides should understand each other, he said. Otherwise, the implementation of the law won't be undertaken properly, leading to a rise in HIV and AIDS.</p> <p class="MsoNormal">Meanwhile, the government is working on an initiative to make police understand that sex workers are victims, not offenders, said You Oy, secretary of state for the Ministry of Women's Affairs. </p> </span><br /></div><span class="body"><p class="MsoNormal">However, she added, sex workers must not solicit from public places or the street. "In Gallup's national daily tracking [poll] for June and July, Obama has averaged a three percentage point lead over John McCain."<br /><br />But many experts say that three points seems a small lead given polls that show Americans are weary of the Bush administration, increasingly concerned about the economy and generally favor Democratic approaches on many issues.<br /><br />Quinnipiac University pollster Peter Brown says there is one main reason why many voters seem to be holding off in deciding between candidates McCain and Obama.<br /><br />"Candidly, I think this election is about Senator Obama," he said. "And he has a threshold to cross in order to close the sale. He is ahead. We know that. A number of voters are not sure yet whether they want to vote for him. They do not necessarily want to vote against him. In fact, voters want to elect a Democrat. They are just not sure they want Barack Obama."<br /><br />The McCain campaign is doing what it can to raise questions about Obama's experience and leadership capabilities. In effect, McCain is trying to define Obama for voters, and not in a positive way.<br /><br />It is a tactic that has been effective in recent presidential elections. Democratic candidates Michael Dukakis in 1988 and John Kerry in 2004 were unable to overcome Republican depictions of them as so-called tax and spend liberals from Massachusetts. <br /><br />Senator McCain has stepped up his attacks on Senator Obama in recent days on a range of issues, from his readiness to be commander in chief to his stand on tax cuts and energy prices.<br /><br />"Senator Obama says he is going to change Washington, but his solution is to simply make government bigger and raise your taxes to pay for it," he said. "We have been doing that for years, my friends, and it has not worked."<br /><br />Polls show voters generally prefer Obama to handle the weakened U.S. economy, but place more trust in McCain to handle the war in Iraq and national security in general.<br /><br />"The question of whether Obama is a suitable commander-in-chief is one which I think voters will continue to mull over the course of the campaign," said Michael Barone, a Washington-based political analyst and author. "That is why they are spending all their time talking about me. And that is why they are spending all their time trying to convince you that I am a risky choice. But the real risk is doing the same thing."</span><br /><br /><span style="color: rgb(255, 153, 255);">Obama and his supporters had hoped his recent trip to the Middle East and Europe would bolster his credentials in foreign policy and national security issues.</span><br /><br /><span style="color: rgb(255, 153, 255);">But Quinnipiac pollster Peter Brown says that so far, there is little evidence to suggest that Obama got much of a public relations boost, or bounce, out of his trip. </span><br /><br /><span style="color: rgb(255, 153, 255);">Senator Obama had a good trip by all accounts to the Middle East and Europe," he said. "He met with leaders. They said nice things about him. He drew a huge crowd in Berlin. But he may have been making friends in Berlin, Germany, but he may not be doing as well in Berlin, New Hampshire.</span><br /><br /><span style="color: rgb(255, 153, 255);">To many experts, the 2008 race is starting to look like the election of 1980 between President Jimmy Carter and his Republican challenger Ronald Reagan.</span><br /><br /><span style="color: rgb(255, 153, 255);">Analyst Norman Ornstein says like this year, voters were in a sour mood in 1980 and looking for change, but unsure about putting Reagan in the White House.</span><br /><br /><span style="color: rgb(255, 153, 255);">"And I believe fundamentally that in 1980, the election was all about Ronald Reagan," he said. "People did not want another four years of Jimmy Carter. But they were not clear or comfortable for much of the way with whether Reagan got over the bar of acceptability to be commander in chief and president of the United States."</span><br /><br /><span style="color: rgb(255, 153, 255);">Could 2008 be a repeat of 1980? Public opinion analyst Karlyn Bowman says we should have a better idea after the major party political conventions in late August and early September.</span><br /><br /><span style="color: rgb(255, 153, 255);">"The last time we had an open contest, in 2000, around 60 percent of those surveyed by the University of Michigan said that they made up their minds at [during] the convention or after it," she said. "Of the candidate's supporters, one quarter still say that they could change their minds. In return India will open up its civilian nuclear installations to international inspectors. IAEA Director General Mohamed ElBaradei addressed the governors at the meeting in Vienna.<br /><br />"We expect to start implementing the agreement at new facilities in 2009," he said. "Facilities will be notified by India to the agency in stages, and the Secretariat will keep you informed when facilities are submitted for safeguards. As with other safeguards agreements between the agency and member states, the agreement is of indefinite duration."<br /><br />India, which has tested nuclear weapons, is one of three nuclear powers that have not signed the Nuclear Non-Proliferation Treaty. The other two are Israel, which is believed to have a number of weapons and India's regional rival Pakistan which has also conducted nuclear tests.<br /><br />Malcolm Grimston of Chatham House, the London-based research center, says some Indians felt entering into a deal with the IAEA would place them at a disadvantage over Pakistan.<br /><br />"I think this deal is America's attempt to bring India closer to the non-proliferation treaty," he said. "But clearly many Indians feel this will reduce their ability to respond to what they see as a nuclear threat from Pakistan so its trying to tread a very narrow line between on the one hand ensuring that the world nuclear security is protected as far as possible but doing it in such a way that the Indian people will accept some curbs on their nuclear activities."<br /><br />Speaking after the meeting, ElBaradei said he believed the agreement is good for India and the world. Those results were not accepted by the CPP and led to a coalition government with two prime ministers that terminated in a coup in 1997. Since then, Hun Sen has been squarely in power.</p> <p class="MsoNormal">Chea Vannath said the government will now need to spend the next five years of its mandate working on poverty in urban areas, education, healthcare and the economy, in a country reliant on $600 million in foreign aid each year and where 35 percent of the rural population lives under $0.50 per day.</p> <p class="MsoNormal">If the government is able to tackle these issues, it will be hard for other parties to mount any competition in the next election, Chea Vannath said. Thai is clearly encroaching into Cambodia soil. To these Thai, they should educate themselves more.<br /><br />Then there a Thai web forum that took my blog writings on our Khmer Preah Vihear temple and posted at their website. Since Thai writings is derived from our Khmer alphabets, I can read their writings little bit, but I can't really know what this forum is about. I think the forum is translated the news that was put out by our Khmer compatriot group "Cambodia Watchdog Council International (CWC)". I would appreciate if readers who is well versed in Thai could briefly tell what are the Thai posting about. You don't have to translate all word by word.<br /><br />To the Thais, they got to chill down for they have no course. Stay away from Khmer land.
